Meet 27-year-old Eman Rayan, youngest deputy Qaliubiya governor in reshuffle

Prime Minister Mostafa Madbouly announced that Eman Rayan has been appointed the new deputy governor of Qaliubiya governorate, becoming the youngest to hold the position – as well as the first female.

Rayan earned a BA in Economics and Political Science from Cairo University in 2012, a Master’s Degree in Economics and Local Administration in 2013, and a pre-doctorate degree in Local Administration in 2014. She was then appointed in charge of investment and local economic development in Cairo.

In a move unprecedented in Egypt’s history, women on Thursday took up over a quarter of the governors’ reshuffle – largely deputy governor positions.

Five out of 18 newly-appointed deputies were female, including deputy Giza governor Lamiaa Ahmed Abdel Qader, Yousra Attia Mohamed for the Red Sea Governorate, Nehal Mohamed Balbaa for Beheira, Eman Omar Rayan for Qaliubiya, and Hanan Magdy for the New Valley.

The reshuffle led to the appointment of Egypt’s first-ever female Christian governor, Dr. Manal Awad Mikhael.

The new governor of Damietta, Dr. Mikhael will also be Egypt’s second-ever female governor, after Beheira Governor Nadia Abdo.
