Military council delegates presidential powers to prime minister

The ruling Supreme Council of the Armed Forces (SCAF) has delegated presidential powers to Prime Minister Kamal al-Ganzouri, state news agency MENA said on Wednesday.

MENA did not specify the exact powers given to Ganzouri, but said they will be detailed in "a delegation decree to be issued by the head of the SCAF" and will exclude authority over the armed forces and the judiciary.

In a press statement on Tuesday, Ganzouri said the amendments would be to paragraph 10 of Article 56 and Article 57 of the Interim Constitution.

Paragraph 10 of Article 56 states that the military council has the "other powers and jurisdictions accorded to the president in conformance with the law and regulations.” The controversial article also grants vast powers to the SCAF regarding state policies – the military council may issue laws or reject them, appoint ministers and dismiss them, and appoint MPs.
